Goleta Community Plan Update
The objective of this project is to update the 1993 Goleta Community Plan (GCP) for Eastern Goleta Valley with the advice of the Goleta Valley Planning Advisory Committee (GVPAC). This effort will revise theGCP to be consistent with the community’s vision for the next 15-30 years of land use planning.
Background: The Goleta Community Plan (GCP) was adopted by the Board of Supervisors in 1993. Since its adoption, new development has occurred consistent with the GCP, public services have expanded, modest population growth has occurred, regional planning dynamics have changed, and, most significantly, the City of Goleta incorporated. Issues of regional concern to the South Coast, such as economic vitality, high-quality residential neighborhoods, environmental protection, and sustainable transportation networks, provided the momentum to revisit where, when, and how Eastern Goleta Valley should change over the next 15-30 years.
Process: The process of updating the land use plan for Eastern Goleta Valley and its adoption by the Board of Supervisors includes the following steps:

Phase I - "Input Phase": Form GVPAC; Staff facilitates public meetings and workshops to learn about and discuss land use and planning issues. - Completed

Phase II - "Action Phase": Record Community's Goals for Updated Community Plan; Staff updates Plan consistent with land use goals. - Completed

Phase III - "Review/Revision Phase": Draft Community Plan reviewed by GVPAC and interested parties; Staff revises Draft Plan as needed; Draft Plan initiated for environmental review by County decision-makers; Environmental review of Draft Plan consistent with the California Environmental Quality Act (CEQA); Review, revision, and adoption by County decision-makers. - In Progress
- Phase IV - "Implementation Phase": Implementation of adopted Plan for Inland Areas; Coastal Commission Certification process; Implementation of certified Plan for Coastal Areas.
Project Status: Phase III partially completed; GVPAC has completed review and comment on first draft of Updated Community Plan.The February 1st, 2012 Initiation Draft Plan was recommended to the Board of Supervisors by the Planning Commission with approved modifications on November 16, 2011 (see hearing records below).
