Isla Vista Master Plan
On August 21, 2007 the Santa Barbara County Board of Supervisors adopted the Isla Vista Master Plan (IVMP) and associated re-zones and coastal zoning ordinance amendments. The IVMP encourages mixed use development in the downtown and multi-family residential development in the central and northern areas, establishes incentive programs to encourage community revitalization and infill, and implements a form-based code to provide urban design standards supporting the efficient use of land.
The IVMP and coastal zoning ordinance amendments were submitted to the California Coastal Commission as a Local Coastal Program amendment in 2007; however, the amendments were not certified, in part due to outstanding issues related to on-street parking capacity and availability.

On November 4, 2015, the County Planning Commission will hold a public hearing on the IVMP updates. This hearing is a follow-up to the County Planning Commission hearing held on September 2, 2015.

The County of Santa Barbara held a community meeting to discuss on-street parking conditions, in conjunction with proposed strategies to survey and monitor parking as it relates to coastal access within the Isla Vista area. The meeting included a presentation by Planning & Development and Public Works staff discussing proposed parking strategies included in the Isla Vista Master Plan focused update project and provided an opportunity for public comment on parking strategies moving forward.

The proposed Isla Vista Master Plan Update includes focused amendments to the 2007 IVMP adopted by the Board of Supervisors, including: (1) minor amendments to IVMP policies, actions, and development standards within the Parking and Transit Section; (2) ordinance amendments to implement parking related amendments; (3) focused re-zones of two County-owned parcels; and (4) IVMP text edits to remove references to the County's Redevelopment Agency.
The IVMP proposed zoning map (Proposed Updated Isla Vista Master Plan, page 4-41) reflects the proposed re-zones adopted by the Board in 2007, as well as the focused parcel re-zones of two County-owned parcels on Embarcadero del Mar being considered as part of the IVMP update. Board of Supervisors adoption of the IVMP amendments and ordinances is currently scheduled for late fall 2015. Following Board adoption, the intent is to re-submit the entire IVMP and coastal zoning ordinance amendments to the Coastal Commission for certification.
Draft Supplemental Environmental Impact Report Release and Public Comment Hearing
A Draft Supplemental Environmental Impact Report (Draft SEIR) has been prepared for the proposed focused update to the Isla Vista Master Plan (IVMP) by the County of Santa Barbara, which is the lead agency for the project. The Planning and Development Department is soliciting comments on the adequacy and completeness of the Draft SEIR. The IVMP update involves: (1) minor amendments to IVMP policies, actions, and development standards within the Parking and Transit Section; (2) ordinance amendments to implement parking related amendments; (3) focused re-zones of two County-owned parcels; and (4) IVMP text edits to remove references to the County's Redevelopment Agency. The Draft SEIR evaluates the potentially significant effects on the environment including: traffic and circulation and greenhouse gas emissions.

Public comment has closed.
The public comment period opened on May 21, 2015, and closed on July 6, 2015. A public comment hearing was held on Wednesday, June 24, 2015.

The County prepared the IVMP to guide development in the unincorporated community of Isla Vista. This environmental impact report (EIR) discusses the potential environmental consequences associated with the implementation of the IVMP in Isla Vista.

2013 Annual Progress Report Update
Based on new information, the County recently decided to fold the proposed residential parking permit pilot program into a policy amendment within the updated IVMP. Over the last 10-year period, parking studies have shown an increase in the availability of on-street parking in the community. Implementation of alternative transportation projects and programs identified in the IVMP, especially Metropolitan Transit District (MTD) service changes, has had a positive effect on on-street parking availability. The Santa Barbara County Public Works Department has also been actively reconfiguring streets to increase parking, removing illegal red zones, and removing red zones associated with abandoned MTD bus stops in Isla Vista. Parking and Transit Action 1.1 would be amended to establish a monitoring and reporting program in Isla Vista with annual reports about the on-going parking capacity and vacancy rates in the community. To address these changes and several issues raised by Coastal Commission staff, the County will be adopting an amended IVMP and related zoning ordinance amendments and resubmitting the plan and zoning amendments to the Coastal Commission. The Board of Supervisors will reconsider and resubmit the IVMP and zoning amendments to the Coastal Commission in Summer 2015. The County anticipates that the Coastal Commission will consider certifying the IVMP and zoning amendments by early 2016.
