Santa Ynez Valley Community Plan Environmental Impact Report (EIR)
Project Description
- Objective and Results: The objective of this project is to update the 1981 Santa Ynez Valley Community Plan in collaboration with the Santa Ynez Valley Planning Advisory Committee (SYPAC). This update will enable the community to modernize its planning goals and objectives to foster the quality of life that the community desires.
- Background: The Santa Ynez Valley was last reviewed for appropriate land use and zoning designations as part of the County-Wide update to the Comprehensive Plan that was undertaken in 1980-81. Since that time, considerable growth has occurred and new planning issues and development trends have emerged. This has raised concerns regarding the changing character of the Valley.
- Process: The County has prepared an Environmental Impact Report (EIR) for the Santa Ynez Valley Community Plan.

Downzone Alternative Parcel Level Survey
The Santa Barbara County Planning Commission has conducted public hearings to consider a recommendation to the Board of Supervisors regarding the adoption of the Santa Ynez Valley Community Plan (SYVCP), pursuant to Government Code Section 65353, and proposed Final Environmental Impact Report (EIR) (08-EIR-04). Additional Planning Commission hearings wil be scheduled and announced at the May 13, 2009 hearing. The County of Santa Barbara is th lead agency preparing the proposd Final EIR to inform decision-makers and the public regarding potential environmental impacts related to the draft SYVCP in compliance with the California Environmental Quality Act (CEQA), (Public Resources Code Section 21000 et seq.).
Adoption of the Draft SYVCP includes amendments to the Santa Barbara County Comprehensive Plan and Land Use and Development Code. The public hearings culminate a multi-year effort by the Santa Ynez Valley Community and the County to develop a plan for physical development in the SYVCP area.
The proposed Final SYVCP EIR was released on March 27, 2009 and includes all public comments received on the Draft EIR (releasd for public review on June 9, 2008) and the County's responses (CEQA Guidelines Section 15132).

The document may also be reviewed at the Planning & Development office located at 123 East Anapamu Street, Santa Barbara; the Planning & Development Office located at 624 W. Foster Road, Santa Maria; the Solvang Branch Library at 1745 Mission Drive in Solvang; and the Santa Maria Public Library located at 420 South Broadway in Santa Maria.

Final EIR Copies
An electronic version of the Santa Ynez Valley Community Plan Final EIR is available on this website. Members of the public may purchase hard copies of the Final EIR from the Office of Long Range Planning. Copies of the document include Volume 1 (EIR Analysis) and Volume 2 (EIR Appendices) for a cost of $287.38. Volumes 1 and 2 are available independently. Volume 1 is available for $175.85 and Volume 2 for $111.53. Contact Justin Feek to order and allow 2 business days for processing. Copies are also available for review at the following libraries: Santa Barbara, Solvang and Santa Maria. Additionally, free CD copies of the electronic Final EIR are available from the Office of Long Range Planning, both North and South County Planning Counters, or at the library locations listed above.
