The Board of Supervisors has directed staff to develop comprehensive cannabis regulations for activities associated with the Medicinal and Adult Use Cannabis Regulation and Safety Act (MAUCRSA).

California Environmental Quality Act

The County of Santa Barbara Planning and Development (P&D) Department is the lead agency preparing the PEIR (the Project) with the purpose of informing decision-makers and the public regarding the potential environmental effects related to the Project. The Project would amend the Santa Barbara County Land Use and Development Code, Santa Barbara County Montecito Land Use and Development Code, and Santa Barbara County Coastal Zoning Ordinance to allow certain types of cannabis activities by zone district.  The Project also involves other amendments to the County Code, in order to establish a County licensing program for cannabis-related activities.

Consistent with state law, the Project would regulate cannabis activities within the unincorporated County. The Project is intended to balance the diverse demands for cannabis products with the public health, safety, and welfare of the community through the enactment of strong and effective regulatory and enforcement controls. The Project would regulate how, where, and how much cannabis and cannabis products may be cultivated, processed, manufactured, tested, distributed, and sold while protecting the environment, neighborhood character, and quality of life for people and communities.

P&D has prepared a Final PEIR due to the potential for unavoidable, significant adverse effects to result from project implementation. Significant and unavoidable (Class I) effects on the environment identified in the Final PEIR include those related to air quality, agricultural resources, noise, and transportation/traffic. Significant and mitigable (Class II) effects on the environment identified in the Final PEIR include those related to aesthetics and visual resources, agricultural resources, biological resources, cultural resources, geology, hazards and hazardous materials, hydrology and water quality, land use and planning, noise, public services, transportation/traffic, utilities and energy conservation, and population/employment/housing. The Final PEIR contains four alternatives to the proposed Plan: No Project, Alternative 1, Alternative 2, and Alternative 3 described in detail in the final PEIR.
