Environmentally Sensitive Habitat/Riparian Corridor Overlay Map Update

EGVCp ESHRC Landscape

 

Background

The Eastern Goleta Valley Community Plan (EGVCP) Environmentally Sensitive Habitat/Riparian Corridor (ESH/RC) Land Use and Zoning Overlays Map Update project will update the existing ESH/RC Overlay Map within the Rural Area of the EGVCP Area. The updated map will provide an enhanced tool for implementation of the ESH and RC policies, development standards, and overlay regulations that were adopted as part of the EGVCP. To accomplish this task, the project mapped vegetation alliances within the project study area to the extent feasible.

The vegetation map depicts chaparral and other vegetation alliances based on existing inventories, 2015 aerial photography, and limited fieldwork. Mapping vegetation alliances allows the county to identify the habitats that qualify as environmentally sensitive based on EGVCP policies and rarity rankings maintained by the California Department of Fish and Wildlife. The new vegetation map is being used to update the environmentally sensitive habitats and riparian corridors on the ESH/RC Overlay map.

*NEW* On May 2, 2018 the Planning Commission recommended to the Board of Supervisors approval of the proposed update of the ESH/RC Overlay map. The Board of Supervisors will consider the update at a public hearing on July 3, 2018. Hearing materials will be posted to the Board of Supervisors website the week prior to the hearing.

Planning and Development has prepared a new vegetation map for the rural areas of the EGVCP with the assistance of Aerial Information Systems, Inc. (AIS). An update of the ESH/RC Overlay Map has been prepared based on this new information and EGVCP policies.
