Housing Element Focused Rezone Program

On February 24, 2009, the Santa Barbara County Board of Supervisors adopted the Focused Rezone Program, including certification of the EIR and amendments to the General Plan and Zoning Ordinance.  The Focused Rezone Program is designed to comply with the California Department of Housing and Community Development (State HCD) requirements to demonstrate that additional housing capacity has been made available to meet the targets established for the County by State HCD for the 2001-2009 Regional Housing Needs Allocation period (RHNA).  Completion of the program is necessary in order for the County to maintain certification of the Housing Element.

The Focused Rezone Program proposes to amend the existing zoning for two sites to accommodate a minimum of 370 units of multifamily housing.  Portions of two sites identified in the Orcutt Community Plan as Key Site 3 and 30 can accommodate 372 units of affordable multifamily housing on a combined 18.5 acres and were evaluated, along with several other alternatives, in an Environmental Impact Report (EIR) commissioned by the County this summer.  

Environmental Impact Report (EIR)

A Notice of Preparation for the Housing Element Focused Rezone Program Environmental Impact Report (EIR) was released on June 27, 2008. A Draft EIR was made available August 5, 2008. The Final Certified EIR is now available for download below.

Public Hearings

The Santa Barbara County Planning Commission held hearings following EIR scoping and comment hearings to consider adoption of the proposed focused rezone program for the County’s 2003-2008 Housing Element.
