2015-2023 Housing Element Implementation: Design Residential (DR) Zone Modifications

On February 3, 2015, the County Board of Supervisors adopted the 2015-2023 Housing Element Update (Housing Element) of the Comprehensive Plan. The Housing Element assesses the unincorporated County’s current and projected housing needs, provides an inventory of sites zoned and suitable for housing production, and details market, governmental, and environmental barriers that constrain housing production. Chapter 5 of the Housing Element contains specific goals, policies, and programs to overcome these barriers and encourage affordable and special needs housing production in the unincorporated areas of Santa Barbara County. The Fiscal Year 2015-2016 Annual Work Program for the Planning and Development Department includes the implementation of Housing Element Program 1.16 - Design Residential (DR) Zone Modifications.

Project Summary

The DR zone applies to areas appropriate for one-family, two-family, and multi-family development. The intent of this zone is to ensure comprehensively planned residential development, while allowing flexibility and encouraging diverse design. Specific development standards such as maximum allowed density, maximum site coverage, minimum open space, minimum parking, and maximum height apply to all projects within the DR zone. In some cases, developers cannot achieve maximum allowed density and meet other applicable development standards. Such underdevelopment may contribute to missed opportunities for construction of essential affordable, special needs, and senior housing. The goal of Program 1.16 is to evaluate and revise the development standards as appropriate to facilitate development of projects with affordable, special needs, and senior housing units up to the maximum allowed density.

            Program 1.16 – Design Residential (DR) Zone Modifications:
           
The County shall evaluate and adopt as appropriate zoning ordinance amendments to increase the maximum site coverage (percent) for structures, and/or reduce the minimum net site area (percent) reserved for common and/or public open space in the Design Residential (DR) zone for affordable, special needs, and senior housing development consistent with the surrounding setting and Comprehensive Plan. The zoning ordinance amendments may also reduce parking standards and allow hard surfaced walkways and similar hard surfaces not currently included as open space to be included as open space.

Project Status

The Planning and Development Department initiated Program 1.16 in Summer 2015. Staff completed preliminary tasks, including the review of applicable County zoning ordinances (i.e., County Land Use and Development Code, Montecito Land Use and Development Code, Coastal Zoning Ordinance). Staff also solicited public input and, considering all input, prepared proposed zoning ordinance amendments. The Montecito Planning Commission and County Planning Commission adopted resolutions recommending that the Board of Supervisors adopt the proposed zoning ordinance amendments (see Public Meetings, below). On September 20, 2016, the Board of Supervisors adopted the proposed zoning ordinance amendments (see Public Meetings, below).

The zoning ordinance amendments to the County and Montecito Land Use and Development Codes are currently in effect. The zoning ordinance amendments to the Coastal Zoning Ordinance are not yet in effect as they must first be certified by the California Coastal Commission. Staff is currently preparing to submit to the California Coastal Commission for certification.
